Why isn't VAT just calculated on the invoice value?

Because customs rules require it to be calculated on the customs value plus duty (and, in Morocco, plus the parafiscal tax too) — not on the goods' price alone. Skipping duty in the VAT base is the single most common mistake in a manual landed-cost estimate.

Where do I find my product's duty rate?

From your product's HS (Harmonized System) code, looked up in the EU's TARIC database for France/EU imports, or Morocco's own customs tariff (consult ADII, the Administration des Douanes et Impôts Indirects, or a customs broker) for Morocco. This tool doesn't look up HS codes — it does the cost cascade once you have the rate.

What is Morocco's TPI, and why does it apply even at a low rate?

The Taxe Parafiscale à l'Import is a 0.25% charge on the CIF value that applies to nearly all imports into Morocco, funding several sectoral funds (export promotion, industrial competitiveness, vocational training) via ADII. It's small individually, but it also feeds into the VAT base, so skipping it understates both figures slightly.

Is CIF value the same as the invoice value?

Not necessarily. CIF (Cost, Insurance, Freight) includes the goods' cost plus international freight and insurance to the port of entry — if your Incoterm is something other than CIF or CFR/CIP, you may need to add freight and insurance to the invoice value yourself to get the true customs value.

Does this calculator handle preferential trade agreement rates?

Not automatically — if your goods qualify for a reduced or zero duty rate under a trade agreement (e.g. an EU free trade agreement, or Morocco's association agreement with the EU) and you have the right certificate of origin (such as EUR1), enter that reduced rate directly rather than the standard one.

Are there other Moroccan import charges this doesn't include?

This covers duty (DI), the TPI, and VAT (TVA) — the three that apply broadly across most imports. Some product categories carry additional specific taxes (e.g. on certain vehicles, alcohol, or tobacco) that aren't included here and need to be checked separately for those categories.

Is this a customs declaration or a binding cost figure?

No. It's an estimate based on the rate and value you enter, to help budget an import before committing to it. The actual amount assessed at customs depends on the classification and valuation confirmed at clearance.
